What could possibly go wrong with a speed limit sign? Nothing, until someone decides to add information.
This kind of thing has happened to all of us: unintended consequences of a great idea gone only slightly awry. Unfortunately, the amount of awry-ness it takes to alienate potential customers is impossibly small.
This sign has so many problems that the smart thing would be to scrap it and start over. I think that the basic message is that you can use the ball field only at certain hours and only with a permit, but that's just a guess.
Can we say "proofread"? Also "fact check"? What you can't see until I tell you the context is that this sign is brilliant marketing.
